What an alert tool does with this
Lights up. The CPV codes are 72000000 and 48000000: IT services and software. The notice mentions a platform, digital delivery, the internet in its first line. Every keyword profile a digital agency would reasonably set catches this tender, and the value makes it the first thing you read.
So the owner opens the procurement pack. Forty-plus pages later, the picture changes.
What the tender actually is
This is not a software contract with a health flavour. It is a clinical service wrapped in software. The buyer needs internet-enabled Cognitive Behavioural Therapy delivered to patients: a digital therapeutics platform, yes, but also the therapy itself, with clinical governance, qualified practitioners, and the certifications NHS health systems require of their IT and their providers.
A digital agency can build the front of this. It cannot deliver the middle, and the middle is the contract.
What the judge did with it
Not for you, and here is why.
SKIP, at high confidence, with the reason written down: the agency has no clinical delivery capability and no NHS health-IT certifications, and the notice requires both. The platform is not severable from the service.
The judge worked that out from the published notice, so nobody at the firm had to open the pack. That is the entire transaction: sixty seconds of morning reading instead of an evening in a procurement portal, or worse, weeks of unpaid work on a bid that was ineligible from the first page.
The pattern worth keeping
The biggest numbers in the feed are usually the clearest skips. Large contracts bundle delivery obligations that sit far outside a digital firm's world, and the notice format hides that behind friendly CPV codes. Eligibility is the reading nobody does, and it is precisely the reading that kills bad bids.
